This is SFHA’s third briefing on the Scottish Government’s proposals on an emergency rent freeze: you can find the earlier two briefings here and here. This briefing provides an update on what we know and sets out action SFHA has already taken and intends to take. We expect this to be an extraordinarily busy week and will be in touch with you regularly to keep you informed and engaged.

The key points are:

  • The legislation to implement a rent freeze up until March 2023 will begin its journey through Parliament on Tuesday 4 October and will conclude by Thursday 6 October.
  • We expect it to include a mechanism to potentially extend a freeze or cap for up to 12 months beyond 31 March 2023: though no decisions have yet been made on whether there will be any such extension.
  • SFHA has now met the Cabinet Secretary for Social Justice, Housing and Local Government, along with the Minister for Zero Carbon Buildings, Active Travel and Tenant’s Rights, to set out the impact on the sector.
  • We have written to the First Minister, asking her to reconsider the approach her government is taking on this issue, particularly post-31 March 2023.
  • Our Director of Policy and Membership, Aaron Hill, will give evidence to the Scottish Parliament’s Local Government, Housing and Planning Committee on the morning of Tuesday 4 October.
