UK Government consultation on the replacement of the Standard Assessment Procedure (SAP)

Proposals have been set out to replace SAP with a new Home Energy Model to estimate the energy performance of homes.

The UK Government has launched a consultation on proposals to replace the Standard Assessment Procedure (SAP) - the methodology used to estimate the energy performance of homes - with a new Home Energy Model. SAP and rdSAP (the simplified version for existing dwellings) are used to model the data used to inform Energy Performance Certificates (EPCs).
 
The limitations and challenges of using SAP to accurately model energy performance have been widely acknowledged. The new Home Energy Model aims to address these concerns and it is intended that the new methodology will provide improved modelling for heat pumps, smart technologies, energy storage, and energy generation (e.g. solar PV panels).
 
The consultation document provides an overview of the Home Energy Model and includes technical guidance on the methodology and validation exercises that have been carried out as part of its development.
