Scottish Government analysis of charter consultation responses now available

The Scottish Government has published an independent analysis of the responses submitted to its consultation on the Scottish Social Housing Charter.

For most charter outcomes, the majority of respondents were in favour of keeping the outcomes as they are, with the exception of:

  • Outcome 4 - (Quality of housing) - where respondents suggested a need to reflect EESSH2, Housing to 2040, the Heat in Buildings Strategy, fire safety and the recommendations of the ZEST taskforce
  • Outcome 6 (Estate Management, Anti-social Behaviour, Neighbourhood Nuisance and Tenancy Disputes) - where a small majority suggested such tweaks as splitting the outcome to simplify and including increased emphasis on the key role played by other partners outwith the landlord.

There were few suggestions for additions to the Charter, although the report highlights some points proposed by respondents, including adding reference to human rights/the right to housing and providing clearer definitions on terms like value for money. 

Scottish Government will now engage further with key stakeholders prior to a parliamentary committee considering a revised Charter in early 2022. This is with a view to the new Charter taking effect from April 2022.
