The Scottish Government is consulting on a new Social Housing Net Zero Standard (SHNZS) to replace EESSH2. This follows calls from the sector to review EESSH2 to ensure alignment with net zero targets and to provide housing associations with much needed clarity on requirements for energy efficiency and clean heating.

The consultation asks for views on setting a new space heating demand target for social housing, and a requirement for clean heating systems to be installed by a backstop date of 2045. Other aspects of the consultation consider the role heat networks, how the Standard will apply in mixed tenure blocks, and proposals to prevent a property from being relet if it cannot meet a minimum standard of energy efficiency by a particular date.

To inform SFHA's response, members are encouraged to share their views through the following online discussions:

SFHA Energy and Net Zero Forum (online)
Thursday 1 February, 10am - 12noon
A Scottish Government representative will present an overview of the SHNZS proposals, members will then have the opportunity to share feedback and preferences on the consultation questions to inform SFHA's draft response.

SHFA and Scottish Government SHNZS Roundtable (online)
Thursday 22 February, 10am - 11am
Scottish Government representatives will provide an overview of the proposals and will be available to take questions from members on the details of the standard. Feedback will be used to further refine SFHA's submission.

This is a key consultation for members and so other opportunities will be provided to review and contribute to SFHA's response. A draft will be shared via the Energy and Net Zero Teams channel soon and additional information will continue to be shared. For any questions, or to discuss the consultation, please contact Eli Harji at eharji@sfha.co.uk.
