The Scottish Government consultation on stage one of the National Care Service Bill closed on Friday 2 September. SFHA highlighted a number of concerns in our response to the consultation about the proposals in their current form. While we welcomed the broad principles set out in the bill, we expressed concern that the proposed legislation falls short of realising the vision and principles for a National Care Service set out in the Independent Review of Adult Social Care.
The focus is on structural change to a more centralised system and there is a lack of clarity about how it will work in practice to improve services for people. So far, there is no vision for how housing, housing support and homelessness can be aligned for a more integrated approach with health and social care. Much of the detail for the National Care Service will follow in secondary legislation, and we will continue to press for housing to be recognised as a key part of the system
