On Tuesday 13 July, the First Minister gave a further update on the easing of Covid-19 restrictions in Scotland, confirming that all of Scotland will move to a modified version of level 0 from Monday 19 July.

Some of the key modifications to level 0 of the Protection Level Framework are as follows:

  • Working from home will continue to remain the default position, with the gradual return to offices now expected from Monday 9 August.
  • A one metre distancing rule will apply between different groups of 15.
  • There will be a limit on the size of outdoor group gatherings of 15 people from up to 15 households for the next three weeks at least.

It was also confirmed that the use face coverings would remain in place to protect the wider population and the clinically vulnerable “for some time to come”. Additional information can be found on the Scottish Government website.

For RSLs, the announcement means employers should continue to support home working, where possible, until Scotland moves beyond level 0. However, as outlined in the Social Housing Resilience Group’s (SHRG) Guide to Managing Services, some services provided by social landlords may be considered essential, and employers should make their own decisions with regard to the re-opening of offices, recognising local circumstances and the latest public health guidance.

The First Minister is to provide a further update to the Scottish Parliament in the week before the next review date on 9 August. SFHA will continue to update members regarding any further changes to the guidance.
